Since we have built our home (3 years ago), I am unaware of any new gravel that has been placed on our road.  The last several times that we have been to our home, the roads have been treacherous due to mud.  Someone is going to get killed.  I noticed that Buckeye and Trillium were just as bad.  We do not feel that it is safe to have guests come to our home for fear they will be in an accident.  Where is the money that I pay to help maintain the roads?  I would rather get rid of the security guards and have safe roads so that I can get to my house!  Please put new gravel on these roads!

    

   

Dec 08 -  Grouse Thicket has been in dire need of gravel as you state.  Today, the crew put down a number of loads of gravel.  This had been scheduled for earlier this autumn, but was delayed due to time and financial constraints.  Thank you for taking time to contact us.  I will forward your comments to the Board.

Nov 13 - Wolf Laurel Resort Road Maintenance & Security Home Owners Association operates a 24/7 security gate.  Property owners have access to a "Barcode Lane."  All other guests and service providers must log in with the guard.  Property owners provide preauthorization for such visitors. 

 

Recently, we have initiated, on a trial basis, a security patrol on weekends.  This patrol checks road conditions, clears any downed trees, and provides help to residents and guest as needed.  During the week, this type of assistance is provided by our road crew.

 

For information regarding fire protection class, it would be best to contact the Ebbs Chapel Fire Department  at 828.689.9812.  They will need the address of your client's home in order to answer your inquiry.

We are completing our application for the new barcode system.  We own four vehicles, but several times a year, we rent a vehicle to drive to our home at Wolf Laurel Resort.  Of course, the type of vehicle changes each time.  How can this be handled as we do not want to have to stop at the gate every time we go in while driving a rental car? 

 

 

 

 

 

Nov 10 - This is an issue shared with a few others in the community.  There really isn't a good solution.  I assume that in the past you carried an extra "yearly decal" with you for use when driving a rental car.  We could issue a barcode decal to be used in the same manner.  You would need to hold the decal out the window of the rental vehicle in order for it to be read properly.  Send an email if you wish to be issued the extra decal.  Sorry I don't have a better answer.

I got my decals a few weeks ago.  In putting them on my cars, I accidentally switched the first two decals.  The one for the green Saturn is on the silver Mazda and vice-versa.  Is this okay?  Let me know if I need two new decals or if you can swap the two cars for decals ### and ###.  I think those are the numbers.  Thanks.

Why are the large trucks using the Wolf Laurel Resort entrance to work in Wolf Preserve instead of the Wolf Preserve entrance?  They are tearing up the roads.  Ridgeway Road is in terrible shape because of this.  Why is it allowed?

Is there a deed restriction that limits contractors working within certain weekday hours?  Why is security allowing large, very loud trucks to enter Wolf Laurel Resort before 8 a.m.?  They are coming in at 7 a.m. waking everyone on the street with their noise driving up/down the roads.  Then, they start work with the reverse alerts going off continuously and driving pilings into the ground... all before 8 a.m.  Why is this allowed?

El Minor Court is in need of some grading work as the road is very bumpy and has some washout areas along the sides.  Thank you for your help in this matter.

 

 

 

 

Sept 25 - El Minor Court was graded Wed Sep 24.  This area of the roadway, like numerous others, has been greatly affected by the dry summer.  The "wash boarding" would be alleviated by some rain.  Thank you for using the website to report the problem.

Aug 29 - Thank you for the information.  This was called into the office yesterday, August 28.  I notified the Blue Mountain Association, as they are responsible for the road work in the Blue Mountain area of our community.  The issue is probably resolved at this time.  I have no problem forwarding the work requests that come through our website to the proper authority; although, resolution of a problem would probably be faster if reported directly to those authorities.  Thanks for using the website.

A small section of Village Lane near the post office boxes need some patching.  If done now, this will postpone the eventual need to resurface the entire roadway.  For a combination of reasons, this road has been heavily traveled this year. Aug 27 - You are absolutely correct!  This area has been on the list and is scheduled to be patched/repaved on Thursday, August 28.  Harold Tipton doubts that there will be any need to close the road.  Thanks for your interest.

Recent rains have washed deep ruts on Tearshirt Lane where it intersects Buckeye.  Also, the cross culvert has been torn up and is too high above the drainage ditch to carry off water.  There are sharp torn edges on the culvert pipe and it would be a nasty problem if a vehicle missed the corner. 

Aug 25 - Thanks for reporting the problem.  Harold Tipton is aware of this problem.  In fact, he checked it again today during the rain.  He plans to replace the culvert.

My wife and I recently purchased #### El Miner Drive and we are considering some renovations (replace siding and repaint) and a minor addition (porch roof).  All work would match existing color and design; new siding would not be vinyl or aluminum.  My question is... would it be sufficient for us to describe this work and not provide detailed plans, as we would prefer to not involve an architect.  The application does not give this option.  Thank you.

Aug 17 - Thank you for your question.  I'm sure many residents are interested in this subject.

  

Upon receiving a job application for any position at Wolf Laurel, the Road Maintenance & Security Office completes a background criminal check and speaks to past employers of the candidate.  An interview with the candidate then takes place.  If successful, the new guard is hired for a three-month probationary period during which time they can be terminated without notice.

 

If the guard is hired for a part-time position, the probationary period is increased in order to better evaluate performance. 

 

The probationary guard receives at least 16 hours of training by working with an experienced guard.  During this time, s/he must prove knowledge of rules and procedures as written in the manual.  Only after satisfactory completion of the probationary period will a guard attain full status. 

 

The Road Maintenance & Security Board and Security Staff, aware that some residents feel security is lax, are constantly seeking ways to improve procedures.  The installation of the bar code entry system, which will streamline entrance for residents, is a prime example. 

 

My concern, as a resident and a member of the Security Staff, is the fact that residents that pre-authorize admittance for their guests and service personnel by calling the Security Gate/Office are greatly outnumbered by residents who insist that pre-authorization is unnecessary.  This issue alone creates a great  inconsistency in procedures.  Ideally, no one would be allowed admittance to our community without pre-authorization.  Active participation by both residents and Security Staff working together will greatly improve the security of our community. 

 

Suggestions and comments by residents are always welcome.

Sarvis Lane in the area of the sharp curve is in need of some scraping to get rid of the ruts.  The real problem is that rain water doesn't flow into the ditches further up the road as they have not been dug out recently.  If ditches could be cleaned out and road scraped, it would prevent water from running down the road and should help a lot.  Thanks.

Aug 07 - The heavy rains are certainly a factor in the start of a washout on Panther Knob Road.  But, on inspection of the area last week, there were signs of work by a track hoe and a pile of stone.  Since this was not the work of our Road Maintenance crew, it will be investigated.  Work will soon start to correct the problem.  Thank you for your interest and in calling this to our attention.

The dog from the Harbor Oaks Boarding School at Wolf Laurel (see brochure at the Welcome Center for more information) was running loose and stopping traffic on Sarvis Lane.  I had to confront the house parent about this issue.  I believe that we have a leash law at Wolf Laurel. 

 

In addition, there were three weed eaters laying in the road and I could not get around them without running over the equipment.  This group home has continually strewn trash around it (now orange strings from the weed eaters). 

 

Screaming is often heard coming from the house. 

 

Their vans park on the road, despite having parking available. 

 

We believe the bylaws do not permit group homes/businesses for "anti-social, defiant, oppositional" adolescents in Wolf Laurel (see brochure).  Where do we stand on this issue?  Also, is it true that those living near this group home will need to disclose this information before selling their homes?  Again, please advise. 

Aug 18 - All concerns in regard to the Harbor Oaks Boarding School are shared by the Board members.  The Board has referred this issue to an attorney.  Our hope is to have resolution as soon as possible.

Posting of notices on Wolf Laurel (WL) mailbox kiosks will be limited to those that pertain specifically to WL emergency and safety issues, WL activities, WL lost or found pets, and nearby community activities such as those at Ebbs Chapel.  Other notices will be subject to removal. 

 

Bulletin boards will be installed inside all covered kiosks and all notices will be posted on these boards.  Notices not posted on these boards will be subject to removal.

We have a concern/problem and are not sure how to proceed.  In February of this year, we noticed that our neighbor had topped our trees.  It was obvious, not only because of how they were hacked, but they left many of the clippings on the ground.  When we spoke to them about it right away and expressed that we do not want anything cut in the future, they denied cutting anything stating they can't imagine who would do that.  No one else could possibly benefit from topping our trees.  When we arrived this summer, we realized that they had done it once again.  Back in February, we spoke to Bob Burns about this, but we realized he had retired.  How can we remedy this situation?  We love to come up here as a retreat and this issue is very upsetting.  Any suggestions?  Thank you.

As you round the second corner on lower El Miner Drive after leaving Wolf Laurel Drive, there is a large pot hole on the left side of the road.  It isn't that big of a problem in and of itself except that it cause people coming the other way to swing wide as they enter the corner and it creates an unsafe situation if there is an oncoming car.  It is a blind corner so there is little time to react.  Just filling the pot hole would solve the problem. 

Aug 04 - Road Maintenance & Security is receiving estimates for resurfacing the entire paved section of El Miner Drive.  The pot hole will be filled in the near future.  Until such time, please be cautious.  Thanks.

There did not appear to be a port-a-john at a new house construction site on Flame Azalea on Sun Jul 20.  Also, there was a metal stove for burning waste materials which may not be appropriate for this use at the same site.  Also, there were open trash bags.  We do not know the builder.   

 

  

Jul 30 - We are aware of this building site on Flame Azalea.  Unfortunately, the contractor has halted construction, at least temporarily.  The port-a-john was removed.  We have contacted the contractor in regard to both the stove and the trash.  We will follow up on this site.  Thank you for your interest.

Recently a group of horseback riders riding from the stables to Big Bald came up Buckeye Road.  The horse poop that they dropped along the way was not appreciated.  The smell of it just below our house is offensive and it is nasty to have to avoid it while walking on the roads.  What is Wolf Laurel Roads' policy regarding horses on the roads?

Jul 10 (Original Work Request) - #1.  Telephone company trimmed trees and bushes, but did not clean up the cuttings; thus, they now have filled the drainage ditches!  Many do not flow anyway!  They will soon "seed" and cover the ditches to drive into (as happened before)!  #2.  Turnaround at end of Hanging Rock can only accommodate a mini car.  Gravel fill would be nice also.  #3.  At this particular time, our water has been off for an hour!  Unacceptable!  #4.  No answer at the water emergency numbers.  Also unacceptable!  Amenities, (at an extra fee), unacceptable!

#1.  All the lights in the Big Bald Postal Facility are not working after dark.  Please replace the bulbs.

 

#2.  Also, at the Big Bald Postal Facility, for the past several days there has been a red and white Camaro SS car parked right in the middle of the parking area where people stop to pick up their mail.  It has a sign on the front windshield:  " For Sale $25,000 or Best Offer."  It is leaking oil all over the ground.

The north end of Lookout Drive needs grading.  The ruts cover most of the roadway.  The remainder of Lookout Drive needs some light grading to fill potholes.

Many areas of Big Bald Road from Curtis Lane to my drive are in terrible condition and in need of immediate attention.  Even though this section of Big Bald Road only leads to three homes, it receives a great deal of traffic on a daily basis going to the Bald.  Thank you in advance for looking into and taking care of this matter.

Buckeye between Unakite and Big Bald is bad again.  There is a larger boulder in the up side of the road heading towards Big Bald that pops up each year.  Well, I hit it the other day and broke the ball joint which broke the axle.  Could this please be looked at?  Thanks.

Harold, I called you last week, but did not receive a reply.  As per our agreement, I have marked all my property with surveyor tape so that your crew will not cut the flowers/berries from ### to the end of the reserve across from ****** driveway.  The reason that I called is that I noticed that someone had used a weed eater to cut the areas near the power poles along my property.  In doing so, they cut part of my wife's prized Clematis at the end of our driveway as well as some of the berries.

 

As you know, I can't understand why Wolf Laurel is wasting their money to cut the flowers and berries along the roadside, particularly when these flowers  were planted many years ago when the development was started.  As you know, it is rare to find so many variations of wild flowers on any other roads in North Carolina.  We are fortunate to have them; and I believe we should not arbitrarily destroy them.  I agree with cutting grass and weeds, but we should leave the flowers and berries for all to enjoy.   

Jun 23 - Thanks for the email and Harold and I will discuss.  I am not sure who did the weed eating, but there are some areas that have to be maintained.  The Covenants are pretty clear in regards to plantings, fences, and so on within road rights of way and utility areas (see Article IV, Section A.4 and Section E).  Our Road Maintenance folks try to be sensitive to all encroachments into the road right of ways, but sometimes they have to protect the roadways.

There is a totally dead tree, about 40 feet tall and 18 inches in diameter, across the street from my house.  I believe the tree is in the right-away.  Whenever I sit on my front porch I have to look at this dead tree.  Not only is it a nuisance, but it could be dangerous if it falls.  Please determine if the tree is in the right-away.  If so, can your crew cut it or can I contract with a private woodcutter to cut and dispose of the tree?  Thanks.

Bob, I happened to be hiking with a group this past Sunday, June 8, along Hanging Rock at around 5:27 in the evening.  We came across a construction crew from Timberline Log Homes noisily working away, sawing, hammering, and playing loud music from a boom box.  You could hear it perhaps a 1/4 mile or so.  They also had two dogs with them, one a pit bull, the other a lab mix, who delighted in chasing us until the workers finally called them back.  I know that noisy construction on Sundays is not allowed nor are construction workers permitted to bring their dogs or pets in with them.  The two vehicles parked near the port-a-john both had Pennsylvania plates.  Could you contact Timberline Log Homes and inform them or our rules and covenants?  Thanks.

Our two lots ### and ### on Chestnut Lane were legally deeded into one lot in order to pay one annual fee.  Despite sending your office the revised deed over 1 year ago, WLRM continues to charge us fees on two lots instead of correctly charging us fees on one lot.  Additionally, finance charges have been accessed to our account and continue to roll over.  We have called your office several times to clear this up and have sent the necessary documents to no avail,  Please resolve this matter and clear the finance charges.  Thanks.

May 12 (Original Work Request) - At your upcoming May 15 meeting, please add our voices of concern regarding the *** residence on Sarvis Lane (our road).  It appears they are boarding a number of students from their school in this private home. 

 

In addition there is often a vehicle parked on Sarvis Lane in front of their house.  This requires us to drive in the drainage ditch and concerns us that an emergency vehicle would not be able to pass.  Thank you in advance for your help.    

May 13 - The Board is fully aware of the *** home on Sarvis Lane and our attorney is reviewing the Covenants for future action. 

 

The car should not be parked on the side of the road.  I will notify the residents of the no parking on roadways.

Stop sign at Goldenleaf and Ridgeway is down.  There is no damage.  There was a very large Belkin moving van around 7:30 on Goldenleaf.  Also, it appears that it may have backed into the bank on Ridgeway, just the other side of the Ridgeway/Goldenleaf intersection.  Looks like the bank needs to be fixed in order for that area to be mowed.  Thanks.

I would like for the R&S to clarify the usage of motorcycles, motor homes and off road dirt bikes within Wolf Laurel.  Last summer there were numerous motorcycles, at times in groups, that were all over wolf laurel.  Already this year there is a black motorcycle that supposedly rides it to work up on the mountain every day.


Several locations on the mountain have new homes on lots that are nearly completely denuded of trees.   


I would appreciate the board explaining why some people get a pass on anything they want and the rest of us have to adhere strictly to the rules. There seems to be many other special interests that get a pass on ARB requirements etc.   (Webmaster Note:  Letter edited with permission for space limits.)

Friday, about 8 p.m., we were driving up Lower Birch Springs when 2 dogs came charging into the road and proceeded to chase the car.  We stopped and the dogs continued to aggressively bark.  I thought there was a leash law?  How is this enforced?  One looked like a bloodhound and not sure about the other, more yellow... lab mix?  We love dogs, but our dogs are kept on leads.  I certainly won't walk on that part of the road, especially with my pet. 

 

 

 

May 13 - Sorry for not answering your email sooner.  I believe the dogs belong to your neighbor below your residence.  We have no leash law at Wolf Laurel; however, it is the responsibility of the pet owners to be in control of their animals at all times.  If the situation becomes a nuisance, then we can email the owner a notice to comply with the Covenants.  Please keep us informed if you continue to have problems.

Please quit raping the sides of our roads.  Part of Wolf Laurel's appeal has been its wildness.  It has also been a favorite activity to go berry picking on the sides of the roads.  (No longer now.)  Also, your aggressive cutting has destroyed my foot path up to my water meter and drain.  Am I the only one upset about this aggressive cutting?  I am of the strong opinion that any cutting for safety reasons be done with a less aggressive program.  Thanks for your time. 

May 13 - The maintenance of our roadways is necessary for proper drainage, etc.  The workers try to be sensitive to special plantings; however, sometimes it is necessary to cut back the right of ways.  Sorry it doesn't meet with your approval.

This is the second request f0r concern with Upper Birch Springs.  The road is deteriorating badly just past Unakite as one ascends Upper Birch Springs.  We are also concerned with the lack of gravel on the road in front of our home  ### Upper Birch Springs.  Please let us know what is planned.

Rain water and snowmelt is not draining properly on Puncheon Lane.  It is flowing down the hill and draining onto my driveway; thus, washing some of the driveway away.  The washout makes it appear that the driveway is actually separating and falling down the hill.

I have not received the 2008 assessment.  I purchased my lot on Hanging Rock from my uncle several years ago and filed the deed accordingly.  However, it seems that all notices such as assessments, dues, and so forth are still being sent to my uncle in Georgia.  What can I do to get the proper name/address change so that I can receive the information and thus, you can get paid.

My wife and I have a home in Wolf Laurel on Hanging Rock and we love it up there. Thank you for all you do to make our community special.  We continue to upgrade our home because besides us we allow Wolf Laurel Realty to rent our home.  I have a question to ask and need to know the direction I need to take.  The trail and the preserve are right behind our house, but with the trees growing, our view is disappearing from both our short and long view of the mountains.  In the winter it is fine, but when the leaves come back the view is gone.  I'm looking just to top off a couple trees that will help the view.  Again, just to top off.  Is this possible and what steps do I need to take.  I follow the rules so I do not want to do anything wrong in our wonderful community.  Please let me know, and if someone goes up to take a look you will see what I mean.  Thank you for listening.

The road assessment continues to raise questions for me.  I purchased Lot 48 in WLH in 1973 when there were  no assessments.  I have not improved the lot and have no current plans to build since I would not be able to physically walk around WL at this point.  Please send me any references that legally require me to continue to pay the road assessments.  I have not visited the lot site in a number of years and have no idea what improvements have been made to the road in front of Lot 48 (May Apple Lane).  What value have my payments been to my property or will be?  Thank you for comments that would be encouraging for the next 35 years.

During the Christmas and New Years Holiday we notice the muddy and icy conditions of Spring Valley.  Spring Valley is in much need of some grating, potholes filled and gravel.  On one occasion during the Holidays our car almost slid off the road due to the muddy conditions.  Thank you in advance for your prompt attention to the above matter. 

Jan 04 - I will have Road Maintenance look at these roads; however, the roads will continue to thaw and freeze during the winter.  Muddy conditions will probably continue.
