1. General Information and Overview
  The review process of Wolf Laurel has been established to assure that there is a level of quality control in the development of the project such that the investments of individual property owners and of the Developer are protected.  Also, the process is designed for the protection of the environmental resources that are shared by all who are a part of the Wolf Laurel Community.  The process contains three basic steps:  review, inspect, approve.

The Wolf Laurel ARB will meet as needed to review submitted applications.  All fees must be submitted with the ARB Building Application as listed in the Fee and Deposit Schedule.

By having property owners work with the ARB, we will be able to preserve the natural beauty, establish and develop a well-planned community, and protect and enhance the value of every owner's property.

Wolf Laurel highly recommends the use of a professional, such as an architect or designer, in planning a new home.  That person should be knowledgeable of all relevant conditions, applicable governmental codes and Wolf Laurel requirements.  Homes should be designed that take views, trees, and topography into consideration.

2. Site Plan
  When you have selected a building site (professionals are available to meet with you to help you with this selection), a Site Plan should be prepared which includes AT A MINIMUM all of the information listed under Definitions (see Appendix A).

The Site Plan may incorporate a Boundary Survey, or may reference it separately, provided the location of all Site Plan information with respect to the Boundary Survey can be readily determined by the ARB.

3. Conceptual Consultation and Review
  The conceptual plan review is an optional step, but it can save time and effort.  The owner may be present, in person or through their representative, a conceptual plan to be reviewed by the ARB at no charge.  Submit sketches or photographs that represent the home you have in mind.  Bring your Boundary Survey and/or Site Plan.  If you have already hired an architect or designer, you might bring him/her along.  The ARB Coordinator and/or available ARB members will review and make recommendations for changes to your initial concept, or simply encourage development to proceed to the next step.

4. Stake Out
  The location of the house must be clearly staked on the lot.  This is a rough stake out to show the ARB the basic location of the main foundation corners.  The centerline of the driveway and location of any parking turnarounds or courts should also be clearly staked.  Stakes must be 2' to 4' high and 2" wide (nominal) across their widest dimension.

All stakes should be clearly visible from the road or a readily accessible vantage point.  It is not necessary for these stakes to be set by a Registered Land Surveyor; however, some will do so at no extra charge if they are selected to prepare the Boundary Survey and/or Site Plan.

5. Application Submittal
  To have your construction plans reviewed by the ARB, you must submit a completed ARB Application (available from the ARB Administrator) including:

¡ Damage Deposit
¡ Boundary Survey
¡ Site Plan
¡ Architectural Plans
¡ Color & Material Specifications
  NOTE:  Your rough stake out must be completed at this time: the ARB will make a site inspection as part of the application review.

6. Final Plan Review
  The ARB will schedule a meeting to review your application, generally within 2 weeks of receipt of an acceptable application.  You will be notified of their decision by U.S. Mail.

7. Future Improvements Review
  Any modification of existing improvements or construction of additional improvements including painting and major landscaping affecting the exterior of the house must have prior approval of the ARB.  A request for review with the ARB must contain:

Site plan of proposed improvements drawn to scale

ü

Letter of intent with description and purpose of improvements

ü

Material and color samples (preferably to match existing materials)
  To have your Improvement Plan reviewed by the ARB, you must submit an ARB Building Application (available from the ARB Administrator, along with all applicable fees (see Fee and Deposit Schedule). 

The additions of exterior elements, such as a garden sculpture, flag poles, small water features or other similar items do not require an ARB Building Application or inspection.  Please contact the ARB Administrator if you have any questions about additions or changes to exterior elements.

8. Exterior Color & Finish Change Review
  The original exterior color scheme of any home must remain the same unless written permission to change colors is given by the ARB.  A completed ARB Building Application that includes color and finish samples is required for any proposed exterior color or finish change.

In addition, the ARB may require samples of the proposed color scheme to be completed on the home in a test area in order to review the colors as they would actually appear on the home.

9. Fee and Deposit Schedule

New Construction:  Construction of a new commercial or residential building UNDER 2500 square feet.
¡ Application Fee:  $2500 due with application (non-refundable)
    ¡ Damage Deposit:  $3000 due with submission of certified site plans (refunded at completion)
¡ ARB Inspection:  #1 - When Staked; #2 - Foundation Completed; #3 - Completion
¡ Deposit Return:  Upon successful final inspection

New Construction:  Construction of a new commercial or residential building OVER 2500 square feet.
¡ Application Fee:  $3000 due with application (non-refundable)
    ¡ Damage Deposit:  $3000 due with submission of certified site plans (refunded at completion)
¡ ARB Inspection:  #1 - When Staked; #2 - Foundation Completed; #3 - Completion
¡ Deposit Return:  Upon successful final inspection

Major Improvements:  Any significant change to the exterior shape or structure of a building (e.g. porch enclosure, room addition).
¡ Application Fee:  $650 due with application (non-refundable)
    ¡ Damage Deposit:  $2000 due3 with submission of certified site plans (refunded at completion)
¡ ARB Inspection:  #1 - In Process; #2 - Completion
¡ Deposit Return:  Upon successful final inspection

Minor Improvements:  Minor changes to the exterior of the building (e.g. deck extension). 
¡ Application Fee:  $50 due with application (non-refundable)
¡ ARB Inspection:  #1 - In Process; #2 - Completion
  NOTE:  ARB Building Applications are NOT required for routine maintenance which does not materially alter the external appearance, or for the addition of minor features external to the unit (e.g. landscaping, birdhouse, bird feeder, garden sculpture).

10. Final Approvals
  Final approval from the ARB shall be dated and in writing.  It shall be effective for twelve months after such approval.  If construction is not commenced within twelve months of approval, a new submission and final approval is required, with an additional submission fee.

In the event that approval of such plans is neither granted nor denied within sixty days following submission to the ARB, the applicant may send a demand for action by certified mail, and if the application is neither granted or denied within ten days of receipt of such demand, the application shall be deemed approved without further action of the ARB.

Reason for Disapproval:  Plans submitted for review, or any portion thereof, may be disapproved upon any grounds which are deemed by the ARB to be inconsistent with the general covenants and/or design guidelines, including purely aesthetic considerations.
