Construction Guidelines

1. General
  In the interest of maintaining safety, as well as an appealing property image for residents and visitors, the construction process must be regulated.  Contact the ARB Administrator at 828-689-5000 for authorization prior to commencing work and to coordinate any services which may be required.

2. Building Permits, Contractors' Tags, Deposit
  Approval from Wolf Laurel and the ARB must be obtained before construction can begin.  Contractors must be approved to do work at Wolf Laurel.  Final building permits must be obtained from the Yancey or Madison County Building Inspectors Department.  Your contractor must check with the Wolf Laurel Security Gate to get authorized window tags for the contractor, employees and subcontractors.  The guard will explain the procedures to be followed in the display and use of tags while on the premises.

3. Insurance
  Contractors working within Wolf Laurel Resort are required to maintain adequate Workman's Compensation Insurance, General Liability Insurance, and any other insurance which may be required by responsible government agencies.  Homeowners are solely responsible for verifying that the contractors they employ are adequately insured.

4. Safety
 

All contractors and contractor personnel are asked to abide by all OSHA rules and regulations (e.g. wearing hard hats, displaying appropriate signs, using barricades, in applicable designated areas).  The ARB is not responsible for enforcement of OSHA requirements.

 

Any and all accidents are to be reported to appropriate authorities as soon as possible after the occurrence.  The phone number for EMT is 911.  Emergency use phones are located in the Wolf Laurel Security Guard, or you may contact any Wolf Laurel employee.

All burning requires a valid permit issued by the County, as well as prior notification to the Wolf Laurel Security Gate at 828-689-2111.  All burning on site must be contained and supervised at all times.

All construction vehicles must comply with applicable state laws as they apply to insurance, inspections, licensing, weight limits and authorization for operating and must additionally display a Wolf Laurel construction tag.  Littering on the premises or roadways is not allowed and will be grounds for dismissal.  ALL JOB SITES MUST BE CLEANED DAILY.

5. Completion Deadline
Construction must be completed within eighteen (18) months from initiation unless written approval is approved by the ARB prior to the deadline to provide for special circumstances.

6. Site Regulations
For site protection, the following are required of all contractors:
 

ü

"Quiet Hours" must be observed from 7 pm to 7 am every night and all day on Sundays.  Construction activities are permitted during "Quiet Hours" PROVIDED that any associated noise can be effectively contained within the jobsite, and PROVIDED that no complaints are received from Wolf Laurel residents.
 

ü

Construction of residence must begin within twelve (12) months after plan approval and completed eighteen (18) months after project commencement.  Approved landscaping must be in place within thirty (30) days of occupancy or completion of construction of the building.
 

ü

All reasonable means shall be taken during and after construction to protect and preserve all existing vegetation.
 

ü

Boards, permits or other material shall NOT be nailed or otherwise fastened to trees.
 

ü

Storage, temporary or otherwise, of equipment or materials is not permitted within the drip line of trees (i.e. the area on the ground equal to the limits of vegetation above).  All storage must be contained within the Construction Footprint of the site.  Small construction trailers or signs must be pre-approved by the ARB.
 

ü

Sediment and erosion control provisions shall be employed during construction, as required by the State of North Carolina.
 

ü

All planting, fixtures, signs, pavement and landscaping damaged during or after construction by vehicles, fire or other causes on or off site, including streets, shoulders and common areas, shall be repaired or replaced by the owner.  THE OWNER IS RESPONSIBLE FOR THE CONTRACTOR'S ACTIONS DURING CONSTRUCTION.

Any clearing, grading or building on site without approval by the ARB may result in suspension of work and denial of access to the contractor.
 

ü

During construction, all trash, debris and waste shall be contained daily and kept neat.  The ARB reserves the right to have the site cleaned as needed due to noncompliance and the owner will be back-charged the cost of such work.  The contractor is responsible for providing proper approved sanitation facilities for his/her workers.  The contractor and/or his/her employees may be asked to leave the premises if these rules are not followed. 
 

ü

Excessive noise, including loud radios and music, and any offensive language is prohibited.

7. Construction Regulations
  Inspection while construction is in progress may be conducted by the ARB to ensure conformance with the approved drawings.  Any deviation during construction from the approved drawings must receive prior approval by the ARB.  Major changes may require resubmission for final approval.

Final inspection will be made after the contractor has completed construction, including all site work and landscaping; cleaning the site of debris; removing contractor signage and any temporary utilities; and notifying the ARB one week in advance of the expected completion date.  A final survey showing the as-built location of improvements shall be provided to the ARB.

8. Utilities
  Connections to the central water lines at the property line are the responsibility of the owner.  Application for permission to connect should be made to Carolina Water Company.

The homeowner is responsible for any other materials, ditching/trenching, fill material, and labor to connect their residence to the tapping connections provided to the main line.

Gas storage tanks must be buried or screened in an appropriate manner.
